Completeness shows how many of the ten register fields the deck could draw on; a low score means the register needs filling, not the deck.
Every gap a deck shows is filed as work the same day it is generated: register gaps and unverified parts go to the management queue, build gaps become proposed build packets. The deck and the work list are one list.
